Russell Stormy Stamper, husband of Mary Kathryn “Kaye” Couch Stamper and son of the late Harlan and Margaret Constant Stamper was born in Lee County, Kentucky on May 13, 1936 and departed this life at his home in Beattyville, Kentucky on June 3, 2026 at the age of 90 years and 21 days. He was a long-time devoted member of the Beattyville Christian Church. He dedicated 21 years of service to the citizens of Lee County as the Lee County Clerk, where he was known for his hard work, integrity, and commitment to his community. Prior to his public service, he was a respected Lee County High School math teacher who had a lifelong love for numbers and a passion for helping students learn. He later became a trusted tax preparer, combining his talent for mathematics with his desire to serve others. A devoted sports fan, he especially loved cheering on the Kentucky Wildcats and the New York Yankees. He will be remembered for his sharp mind, dedication to his community, and the enthusiasm he brought to the people and pastimes he loved.

   In addition to his beloved wife, Kaye Stamper, Mr. Stamper is survived by three daughters, Margaret Kamery of Beattyville, Cynthia Mains and husband Todd of Falmouth, Kentucky, and Martha States of Carrollton, Kentucky; four grandchildren; 5 great grandchildren; special friends, Jonathan Shuler and Brent Duncil both of Beattyville; and a host of other relatives and friends. He was preceded in death by his parents; five brothers, Ed, Murrell, Donald, Archie, and Billy; and two sisters, Ruby and Betty. Jonathan Shuler, Kevin States, Todd Mains, Matt Easter, Brent Duncil, Brandon Horn, Mitch Cornelius, Larry Burgess, Jamie Stickler, and Cody Mains will be serving as pallbearers.

  Services held June 8th, 2026 at Beattyville Christian Church. Burial; Riverview Cemetery of Old State HWY 11, Lee Co. Newnam in charge of arrangements.
